President Xi Jinping used his address at the SCO Plus plenary in Bishkek to once again present a vision of a peaceful and cooperative international order built on multipolarity and closer unity among Global South countries. He stated that the Global South had grown significantly in recent years and was driving a profound adjustment in the balance of international power, describing the trend toward a multipolar world as irreversible. He called for consensus around choices that would stand the test of practice and history.
Xi described the current period as one of rapid changes unseen in a century, marked by the resurgence of hegemonism, unilateralism and protectionism. He maintained that most countries opposed power politics and conflict and sought an equal place on the world stage. In response he advocated an equal and orderly multipolar world grounded in sovereign equality and mutual respect, with balance, order and the rule of law as essential requirements.
He called for strengthening the United Nations and upholding the UN Charter as the cornerstone of the postwar international order. He rejected double standards and bullying, insisting that international affairs should be decided through consultation rather than the dominance of a few nations.
He concluded by urging SCO members and partners to grasp the historical trend and work toward building a community with a shared future for mankind.
Marking the SCO’s 25th anniversary, Xi outlined three main tasks for the organization: driving prosperity across the Eurasian continent through high-quality Belt and Road cooperation, serving as an important pillar of South-South cooperation to support the development and rise of the Global South, and leading efforts toward a more just and reasonable system of global governance.
President Xi framed the organization as both a model for regional cooperation and a primary vehicle for global governance reform. He concluded his address by urging SCO members to “grasp the historical trend” and work together toward building a community with a shared future for mankind.
