China–Brazil Energy and Innovation Ties under the Belt and Road Initiative

A delegation from the China University of Petroleum, Beijing (CUPB), recently visited Brazil from December 7 to 12, 2025, to strengthen cooperation in scientific innovation and higher education, aligning with the broader objectives of the Belt and Road Initiative. Led by CUPB President Jin Yan, the visit marked a significant step toward institutionalizing China–Brazil collaboration in energy technology, research, and talent development.

A key outcome of the visit was the official launch of the China-Brazil Science Technology and Innovation Center in Rio de Janeiro on December 8. Jointly established by China National Offshore Oil Corporation (CNOOC), Petrobras, the Federal University of Rio de Janeiro (UFRJ), and CUPB, the center aims to advance cooperation in marine engineering, deepwater oil and gas development, carbon emission reduction, and green energy transition. Addressing the launch ceremony, Chinese Consul General in Rio de Janeiro Tian Min described the initiative as a milestone in advancing substantive China–Brazil scientific cooperation.

The visit also featured the second China-Brazil Science Technology and Innovation Forum, co-hosted by Petrobras and CNOOC, which brought together over 150 representatives from government, industry, and academia. Discussions focused on artificial intelligence, new energy technologies, deepwater equipment, and engineering education. Jin highlighted CUPB’s experience in industry-academia collaboration and international energy research partnerships.

Additionally, CUPB hosted the inaugural China-Brazil Engineering Education Forum, emphasizing talent cultivation as the foundation of long-term innovation. The delegation’s engagement with students and faculty underscored a shared commitment to strengthening international training programs and developing high-level engineering expertise, reinforcing China–Brazil cooperation in the global energy transition.
