Pakistan, China, and Afghanistan pledge deeper ties in Kabul

Foreign Minister Ishaq Dar of Pakistan arrived in Kabul on August 20, 2025, to join the sixth Trilateral Foreign Ministers’ Dialogue with Chinese Foreign Minister Wang Yi and Afghanistan’s acting Foreign Minister Amir Khan Muttaqi. The meeting reaffirmed the three nations’ collective commitment to intensifying counterterrorism efforts and deepening cooperation in areas such as trade, transit, regional development, health, education, culture, and combating drug trafficking.

A significant outcome was the renewed agreement to extend the China-Pakistan Economic Corridor (CPEC) into Afghanistan, a move aimed at boosting infrastructure and economic integration across the region. During bilateral discussions before the trilateral meeting, Dar and Muttaqi noted positive progress in political and economic ties, particularly the elevation of diplomatic engagement to the ambassadorial level. However, Dar also highlighted that security-related advances, especially in counterterrorism, were lagging, urging Afghanistan to take “concrete and verifiable measures” against proscribed groups such as the TTP and Balochistan Liberation Army/Majeed Brigade.

China, through Foreign Minister Wang Yi, expressed willingness to further support Afghanistan’s stabilization and reconstruction. Beijing also called for a strengthened security dialogue mechanism, enhanced law enforcement collaboration, and bolstered efforts to combat transnational terrorism.
