In conversation with Mr. Syed Amanullah Husaini, Imtiaz Gul asks him about the real causes behind inflation, who benefits the most from high prices, low productivity, and why research in agricultural has not helped in improving per acre yield.
Husaini says inefficiency and corruption within the government institutions, responsible for procurement, distribution and planning are major causes behind the recurring food items’ crisis.
As a whole, the government’s planning and research systems have deteriorated over the years and one government alone cannot be held responsible for these shortages. No government consciously tried to improve the systems and hence the problems such as insufficient supplies in the face of growing demands, low productivity and too much bureaucratic centralization of procurement and planning processes .
Without embracing knowledge to optimally utilize the existing resources and procure healthy seeds, for example, productivity will remain low. Only big landlords will continue benefitting from the status quo while the small farmer will remain trapped in the circular trap of low produce, low income, low inputs into crop and low produce.
