Why can’t the parliament review the 18th Amendment if we already have 25 Amendments? Why shouldn’t we use the Inter-Provincial Coordination Committee (IPC) more often for national cohesion? These are some of the questions Dr. Fehmida Mirza, the minister for Inter-Provincial Coordination, raises in this interview with Matrix Mag. She recalls how this Ministry was created under the leadership of Zulfiqar Ali Bhutto, Hafeez Pirzada, followed by Chaudhary Nisar, and Saleem Saifullah. After the 18th Amendment, the Ministry ideally should have been strengthened by the government instead, the employees from the devolved departments were dumped in this Ministry which proved to be counterproductive. She laments the shortage of Human Resource (HR) in the Inter-Provincial Coordination, the importance of which should have been understood by the Prime Minister, the Federal Government, and on Provincial level.
