China’s Absolute Focus on Rule of Law and Public Welfare

The Standing Committee of the National People’s Congress, China’s top legislative body, has tabled a report before the fourth session of the ongoing 14th NPC that focuses on reinforcing the Rule of Law to guard and enhance public welfare.

Delivered by Zhao Leji, chairman of the NPC Standing Committee, in the presence of President Xi Jinping, he emphasized that the NPC Standing Committee will focus on aligning legislation with efforts to deepen reform, promote development and ensure stability, while prioritizing social fairness and justice.

Zhao outlined plans to formulate and amend several legislative items related to emerging and economic sectors, aiming to enhance the socialist legal system with Chinese characteristics.

In support of the 15th Five-Year Plan (2026-30), the NPC Standing Committee aims to bolster legislation in key, emerging and foreign-related areas, striving to improve the quality of legislative work.

To foster a high-standard socialist market economy, the report indicated that there are plans to enact a State-owned assets law and revise several other laws, including the Enterprise Bankruptcy Law, the Tax Collection and Administration Law, the Trademark Law and the Pricing Law.

During the session, Yershat Tursonbay, an NPC deputy from the Xinjiang Uyghur Autonomous Region and governor of Ili Kazak autonomous prefecture, said stricter rule of law helps improve governance in places like Ili, where multiple ethnic groups live together.

He noted that clearer legal frameworks can help resolve disputes through law, improve public services and better protect people’s rights, ultimately strengthening ethnic unity through laws, rules and institutions.
